Finding out if you are eligible
Can previous Healthy Tasmania Fund grant recipients apply?
Yes. To be considered, previous Healthy Tasmania Fund grant recipients must have completed any reporting requirements due before Round 1 Healthy Focus grant applications close on 14 December 2022.
We are currently funded by the Department of Health. Can we apply?
Yes, however, we will not fund activities that are already funded. In your application, be clear about why additional funding is required. Explain how your project builds upon or is different to the work you are already funded to do.
Can a company that is Limited by Guarantee apply?
Yes. A company Limited by Guarantee is a common company structure used for not-for-profit and charitable organisations in Australia. If you are a not-for-profit registered as a limited by guarantee, you should attach the registration certificate given to you by Australian Securities and Investments Commission (ASIC).
Can we apply for a grant to hire a subcontractor/s?
A subcontractor is an organisation, business, individual that is hired to carry out work as part of your project. For example, for short-term staffing or subcontracting to specialists or experts where required, and where organisations cannot deliver their projects without this support.
Grants can be used for subcontractors. You will need to explain how subcontracting will provide ongoing benefits for your community and/or organisation, for example, a building or other infrastructure for the community's long-term benefit and/or increasing the skills and knowledge of your organisation and the community.
Can grants be used for hiring facilitators or for staffing?
Yes, funds can be used for facilitators and staffing where organisations do not have the capacity to deliver their projects without this support. Funds cannot be used for ongoing salaries. You will need to show how using the facilitators or paying for staffing contributes to the ongoing benefits of your project.
Can grants be used to pay for vehicles?
Funds cannot be used to purchase motor vehicles. Funds can be used to cover transport costs that are required for the delivery of your project, such as fuel or staff travel allowances.
Can grants be used to fund the delivery of clinical services?
The Healthy Focus grants are focussed on prevention, not treatment. Standalone delivery of clinical services will not be funded, including one-off or ongoing clinical services provided to an individual by a medical or allied health professional, such as tests and examinations, treatment and procedures.
Health assessments or screening that are part of a broader health promotion project may be included. For example, a physiotherapist or exercise physiologist assessment prior to engaging in a physical activity program.
Can grants be used to pay for buildings or renovations?
Funding for infrastructure alone is very unlikely to be successful in receiving funding. Your application would need to demonstrate a very strong engagement strategy, partnerships and outcomes related to the focus areas.
Can Parents & Friends Associations apply?
Schools, including Schools Associations or incorporated Parents & Friends Associations, are NOT eligible to apply. However, schools and associated organisations may collaborate with eligible organisations on projects or initiatives to deliver projects.
Are research projects eligible?
Research projects will be eligible if they are action-oriented and meet all the other assessment criteria. The applicant organisation must meet the eligibility criteria.
Is a social enterprise eligible?
Yes, social enterprise is eligible, as long as the applicant organisation and project meet the eligibility criteria, and they are not using the funds to make a profit but to reinvest in delivering services to the community.
Can we apply for funding for a pilot project?
If you are piloting a project, show how the benefits of the project will continue beyond the life of the project.
We are looking to continue a program that will run out of funding. Will you fund this?
You must be clear about when your current funding will end and from what date you seek further funding. You will also need to state why continued funding is needed. Consider what you have learned and how you will expand, improve or build upon your existing project or program. Funding is not available for ongoing operational costs, or maintenance or servicing of a program.
Can we apply for a Healthy Focus grant if we are also relying on other grant funding that hasn't been confirmed yet?
Your application for a Healthy Focus grant should not rely on receiving other grant funding that has not yet been confirmed or approved. You can show how any extra available funding can be used in addition to this grant.
What if we are successful in receiving other funding for our project?
It is common to apply for other sources of funding. Be upfront about whether you have applied or will apply for other funding. If your project is funded elsewhere, you will need to withdraw your application, as we will not fund something that is already funded.
Is a cash contribution or co-contribution required?
No matched funding, cash contribution or co-contribution funding is required for the Healthy Tasmania Fund. Applicant organisations must show they have the resources and capacity to deliver their proposed project.
There is a section of the application form where you can provide information about any in-kind support you or your partners will contribute to the project. In-kind support is optional but may help show your project's value for money.
Planning your project
How innovative does our project have to be? Can we submit a similar project idea to something we submitted in the past?
Innovation was a criterion for our previous grants program, the Community Innovations Grants, but is not a criterion for the Healthy Focus grants.
You can apply to develop, build on or expand a previous grant or project idea. Think 'community need', 'ongoing benefits' and 'value for money'. Funding is not available for ongoing operational costs, or maintenance or servicing of a program.
Can we apply for a series of small projects in one application?
Yes, you could apply for a series of small projects in one application as long as they come under one broad program. For example, you might be proposing to deliver a series of healthy eating projects in different locations.
Can the project be delivered in one region, or is a statewide program preferred?
We fund both regional and statewide programs. It is important to be realistic about your organisation's capacity to deliver and consider what is most suitable for your project.
Can I submit more than one idea or more than one Healthy Focus grant application?
Organisations can submit more than one application; however, we strongly encourage quality over quantity. All applications will be assessed on merit and how they address the criteria. Submitting more than one application will not increase your chance of being successful. Please note that if your projects depend on each other, it would be best to submit them as one application.
Can we apply for more than one Healthy Tasmania Fund grant?
Yes, you can apply for more than one grant. All grant applications will be assessed on eligibility and how they address the criteria for that grant stream. Check the information about each grant stream (Step Forward, Healthy Focus, Lift Local and Healthy Together) to find out who can apply and how.
Do you recommend or prefer applicants use a specific project planning tool?
No. We recommend you speak to your community, including the intended audience or participants and other organisations or your local council. We also recommend developing a basic project plan that considers what you are aiming to achieve; how you are going to do it; your timeline; your budget; and how you can record and share the lessons and outcomes from the project with others. This information will help you complete the application form.
Forming partnerships
Do we need to partner with other organisations?
The Healthy Tasmania Fund encourages community partnerships where community organisations, government and non-government work together at a local community level. A community may refer to a geographic area or a particular group of people.
Successful Healthy Focus grantees will show how the project involves or builds partnerships to achieve the project outcomes. Evidence of partnerships will help you show how your project meets the Capacity and supports to deliver criteria.
The grant recipient is responsible for delivering the project. Partners can support the project in different ways, including knowledge or advice, delivery of services, facilities (eg room hire) or goods (eg equipment or food). They may receive some of the funding to support their part.
Can we partner with interstate organisations?
Yes, as long as the applicant is eligible and the project will be done in Tasmania for the benefit of Tasmanians.
What if your partner organisation also wants to apply for a Healthy Focus grant?
We suggest having a conversation first with those you want to partner with, so your goals align and you do not apply for similar projects.

Writing your application
What makes a good application?
All grant applications will be assessed on merit by the Selection Panel.
See the Fundamentals of Grant Writing document for useful information about grant writing, including:
- highlighting the importance of planning;
- defining the project, including:
- the need for the project;
- identifying the key drivers; and
- estimating costs.
Can we get feedback on our project idea or draft application?
Healthy Tasmania can provide general advice on eligibility and the guidelines but cannot provide feedback on individual ideas.
Our information and networking events will be helpful to connect with others and share your ideas. Learning from others and forming partnerships can help you strengthen your idea.

What kind of evidence should we use to support our application?
Strong applications will use available evidence, data and information to inform the focus of their project outcomes and activities. Your evidence might include research, statistics, theoretical frameworks, case studies or similar projects or programs that have been run. You can find a link to some useful resources at Healthy Tasmania Fund
Make it as simple as possible for the Selection Panel to understand your evidence. Full citations of reports or guidelines are not necessary but make sure the source is identifiable (eg by the title of the publication, author, year). If you have evidence from your community tell us how you got this information and what you found.
Can I attach documents as supporting evidence?
Please do not provide other supporting documents (e.g., a reference list). You could provide a weblink in the answer in the application form. Keep in mind that the Selection Panel will be reviewing many applications, so it is best to keep it simple.
Do we need to provide business plans or marketing plans as part of our application?
No, you do not have to provide a business plan or marketing plan for your project. You will need to provide some supporting documents, provide a budget and timelines, and address the criteria in the application form.
What are performance indicators?
Your application requires you to describe key performance indicators that will measure your expected outcomes. You can choose these indicators yourself using the Results-Based Accountability method of evaluation, which includes the following questions:
- How much did we do? (eg how many participants; how many sessions?)
- How well did we do it? (eg how well did participants engage in and respond to sessions?)
- Is anyone better off? (eg has there been any change in behaviour, skills or knowledge? Will this be sustained? This includes case studies, surveys or success stories from any stakeholders).
Are performance indicators once-off or ongoing?
Depending on the length of their project, successful applicants will need to provide a progress report every six months and support a final report on the completion of the project. You can find more information about reporting in the Healthy Focus grant Guidelines. Reporting needs will also be clearly explained for successful applicants in the Funding Agreement.
Using SmartyGrants
Do I need a new SmartyGrants login?
No. If you still have the same email address you can use your existing SmartyGrants login. If you have forgotten your password, there is an option to reset your password.
Can I change the contact person for my application?
Yes. Please contact the Healthy Tasmania team by emailing ahealthytasmani[email protected].gov.au to change the contact person.
Can I view the whole application before I start entering information in SmartyGrants?
Yes. Go to the Healthy Tasmania SmartyGrants. Choose the grant stream you are interested in applying for (Step Forward and Healthy Focus are the grants currently available). You can then preview the form and download it.
Application assessment process
Is the assessment criteria weighted?
No, the criteria are not weighted. The Selection Panel will, however, consider the mix of strategies, focus areas and statewide coverage across all eligible applications.
How much money is available for Healthy Focus grants?
A total of $4.72 million will be available over two open competitive grant rounds and through targeted expressions of interest. A total of $2 million is available for Round 1. The amount allocated to open competitive grants in Round 1 is $2 million, and around $360,000 is reserved for targeted expressions of interest. However, this is a guide only, and all grants will be assessed on merit in addressing the focus areas and criteria. Any gaps in addressing the focus areas that emerge may be targeted through the expressions of interest process.
Successful applicants
Will Healthy Focus grants be fully funded or part-funded?
Recommendations for part-funding will not be made. Successful grants will be paid in full.
When will Healthy Focus grant funding be paid to successful applicants?
Funds will be paid to successful applicants upon signing of the grant Funding Agreement. This will occur no later than the end of the 2022/2023 Financial Year.
What financial reporting is required?
For all grants you will need to provide an Annual Grant Financial Accountability Report (AGFAR). Financial reporting requirements for successful grant recipients will be outlined in the Funding Agreement and the Department will provide you with the relevant template to complete.
If your project is sponsored, the sponsor organisation will need to provide the AGFAR.
Is there a framework for quality and safety reporting?
Yes. This is part of the Funding Agreement requirements and grant recipients will be provided with a reporting template by the Department.
Does each successful project provide a report that includes how they evaluated their project? Are they available?
All successful projects will be required to provide project progress reports addressing the Outcomes and Key Performance Indicators of your project. These are not public documents.

What next?
Will there be future rounds of the Healthy Focus grants?
There will be a second round. The timing of this is still to be confirmed.
